David Hess, former secretary of the Pennsylvania Department of Environmental Protection, reports that by “a vote of 163 to 28, the House Wednesday passed and sent to the Governor Senate Bill 234 (Blake-D-Lackawanna; Reschenthaler-R-Allegheny), a clean energy financing bill to enable local government Commercial Property Assessed Clean Energy, or C-PACE, programs in Pennsylvania.”
